Abstract

Signed on September 29, 2026, by the President of the United States and the chief executives of Google, Anthropic, Meta, OpenAI, xAI, and NVIDIA, the White House Accord on Super Intelligence establishes a four-layer governance commitment for frontier AI developers: (1) implementing robust internal controls to monitor model capabilities and alignment during training and deployment around cybersecurity, biosecurity, and chemical threats, ensuring models do not hack or access technical systems in unintended ways; (2) empowering a dedicated internal verification team to ensure controls, monitoring, and detection operate as intended; (3) partnering with independent external auditors to evaluate control effectiveness; and (4) designating an independent committee of the board of directors to receive audit reports and oversee remediation.
